Melbourne needs 21,600 more homes by 2028.

Only 8,900 new apartments are scheduled to be finished by then. That gap, a 60% shortfall, sits at the center of a new report on the city’s downtown housing market, and it is one of several data points the report uses to argue that central apartments belong in an investment portfolio.

The document is the Melbourne CBD Market Outlook 2025, prepared by Urbis on commission from Far East Consortium. Its author is a property professional with ten years in the Australian market. The author notes that investors asking where to put money for durable, long-term returns keep getting the same answer: the capital of Victoria. For buyers who want strong rental yields and capital growth together, the report calls CBD apartments a strategic way to position an asset. Its case rests on three pillars: population growth, public spending on infrastructure, and the economics of apartments compared with detached houses.

The population argument comes first. Melbourne is on track to overtake Sydney as Australia’s largest urban center by 2032, and forecasts put its population at 7.45 million by 2040. Immigration, rather than speculation, is driving that expansion. In 2024 alone, 446,000 new overseas arrivals settled in Melbourne, creating housing demand that is both Immediate and lasting.

Construction has not kept up. According to the City of Melbourne, the municipality requires an additional 21,600 dwellings by 2028, while the pipeline holds just 8,900 apartments due for completion. When demand outruns available stock by that margin, capital values and rents face natural upward pressure. The report adds that this dynamic can help insulate investors from wider economic swings.

The national economy supplies a supportive backdrop. The report characterizes Australia’s macroeconomic fundamentals as exceptionally stable. Unemployment is 4.0%, well under its ten-year average of 5.3%. Consumer sentiment has bounced back sharply, as the rise in the ANZ-Roy Morgan Index shows, and national inflation has cooled to about 2.8%. Major institutions, including ANZ and NAB, expect interest rate adjustments and project that the Reserve Bank of Australia cash rate will settle between 3.35% and 3.85%. Borrowing costs are therefore moving in a direction that favors leveraged buyers. Cheaper financing combined with easing inflation opens a classic window for purchasers, and it opens before the broader pool of retail buyers piles in.

Public investment strengthens the picture. Victoria has committed $107 billion to infrastructure, and the projects are reshaping how the city moves and how residents live. The Melbourne Greenline, a $224 million project, will convert the north bank of the Yarra River into a 4-kilometer linear park, bringing recreation and lifestyle appeal to people living downtown. The Queen Victoria Market Renewal, valued at $268 million, adds new public spaces, dining precincts, and community activations at one of the city’s most treasured historical landmarks.

Transport projects get equal weight. The West Gate Tunnel Project creates an alternative arterial corridor, which eases congestion and Improves commercial travel between the western employment hubs and the city center. The North East Link is the largest road project now underway in Victoria. It joins major ring roads and shortens travel times across the city. The Suburban Rail Loop, scheduled for completion around 2035, will tie together outer transit hubs and simplify regional commuting. For anyone buying a CBD apartment, being close to these upgrades helps a residential asset hold its appeal and stay liquid over the long term.

The comparison with detached housing is where the numbers sharpen. For decades, the Australian dream meant a quarter-acre suburban block. Shifting social and economic conditions, along with changing lifestyle preferences, have altered the investment math. Price is the first advantage. In 2024, the median price of a Melbourne CBD apartment ran roughly 56% below that of a detached suburban house. That lower entry point lets investors acquire prime inner-city property with far less capital at risk, and it widens the path to portfolio diversification.

Income figures look solid as well. The median weekly rent in the center has reached $750, a 9% increase over earlier cycles, and the vacancy rate averages only 2.4%. Newly built apartments are consistently delivering gross rental yields of about 4.8%, which translates into Immediate and dependable cash flow. Land is the other constraint. The physical limits of the central grid make greenfield or major infill development extremely rare, and as available sites disappear, existing high-density stock is positioned for faster capital appreciation.

Acting on this data calls for a clear-headed, analytical approach. The report defines success as targeting assets with superior build quality, efficient floor plans, proximity to upcoming infrastructure nodes, and proven tenant appeal, rather than buying on speculation. Investors who want to assess high-performing residential opportunities and build a portfolio around long-term financial goals are advised to schedule a strategic consultation with a qualified property advisory expert.

Taken together, a severe housing deficit, steady population momentum, and a strong lifestyle offering mark Melbourne’s inner-city apartment market as a leading vehicle for building wealth. The open question for investors is how long the window of falling financing costs will stay open ahead of broader buyer competition.
